In accordance with the Nazis' racial ideology, foreign workers were subject to a legal hierarchy. In the best position were foreigners from allied or neutral states, while the bottom rung was occupied by the "ethnic" Poles and the Eastern European workers (Ostarbeiter) from the Soviet Union.
